However, neighbors found one officially in residence within just two weeks of opening. Otherwise drug dealers, murders, kidnappers, etc are welcomed if their convictions are just a handful of years old.
Also never mentioned in staff reports: crime at the facility is so bad that the Chief of Police wrote a letter to the developer and the City complaining about crimes that include multiple attempted murders, narcotics, drug dealing and child sexual abuse. He assessed it as needing 24/7 full time onsite security and visitor screening. Neither has been executed in over a year.

Windsor Pointe has drug dealers living here that supply drugs to the vulnerable residents that are about 90% current/former addicts…There are also people living with the ‘residents’ that should never be there, drug dealers, child molesters, etc. God only knows who is really living here.”
Also of note, a 34% reduction of 1,151 confirmed calls is still terrible for neighbors. And not acceptable. In addition, the facility has been horrible for tenants and a tenant advocate wrote the City of scathing letter in advance of the meeting. of course, none of these things make the spin of staff reports.
As noted there, the City owns the land, the 55 year agreement is not a lease requirement, it’s for the partial no place like home funding. So it could be closed, and that money just returned.
